L’action publique territoriale face au défi de l’adaptation : déterminants et effets de la prise en compte des changements climatiques à l’échelle régionale
Local action is now facing the problem of climate change, both in terms of reduction of greenhouse gases emissions and in terms of management of potential impacts. The particular issue of climate adaptation is emerging at local level, and more particularly since the last legislative developments that make compulsory both climate-energy plans for big communities (>50 000 inh) and regional climate-air-energy plans. Despite these injunctions, the territorial stakeholders encounter difficulties to deal with the issue of adaptation to climate change at local level: what, to what and how to adapt. Then, this paper intends to characterize the French territorial action of climate adaptation. It brings some points of understanding on the way climate change adaptation is taken into account by the French regions. The results are based on field observations led at the regional level within the context of a PhD conducted between 2010 and 2013. This article presents both the factors determining the regional agenda-setting of adaptation issue and the observed effects of climate changes management for regional action.
