It’s obvious that nobody could deny the interaction between societies and landscapes, however, the main question to set is either the origin or factors which are behind the interaction, in particular when it disrupt environmental balance of a region. The south high plains of Oran represent a steppic and pastoral region with a fragile natural environment Preventing a densely population, the biogeography characteristics of the steppe allowed human being to adapt himself by nomadism as a way of life. Nomadism is based on seasonal displacement of human and flocks between north and south. This form of adaptation of human being with his environment caused some environmental balance which last for centuries. Currently, this balance is broken. Steppic desertification phenomenon is not ceasing to extend, the fact which frustrate development process of this area marginalized and disadvantaged for a long time. Our interest would concern more the process of imbalance on historic, economic and social dimensions. In other words, how this traditional society has reached this degree of destruction? How this destruction has leaded at once to deterioration of landscapes and to a large process of desertification? The answers to these issues are fundamental, as for the comprehension the sources of environmental problem, his outbreak and propagation. The credibility, feasibility and effectiveness of development actions are depending totally or practically.
