On one hand cities and regions are causing climate change and on the other hand they are affected by climate change. Therefore, they are obliged to develop and implement climate protection and climate adaptation measures. As climate change can not be stopped any more but only decreased, adaptation is becoming more and more important — in addition to further climate protection. This paper aims to clarify a theoretical comprehension of regional strategies of climate change adaptation. It introduces a concept for the development of regional adaptation strategies based on a broad comprehension of strategic planning. A strategy cycle with eight appropriate planning steps shall help to increase adaptive capacity at regional level.
