This paper focuses on the especificity of coastal occupation as an indication for the construction of a theory over the "locus"valuation. This theory should evaluate not only the storage of natural resources, but also the present environmental resources and it will indicate the possibilities of use, comparing and relating with other areas. The argument is based on three basic elements to solve the problem: the land value, the state control and the land market.
