Le logement social au XXIe siècle au Venezuela : l’État après la catastrophe
The Gran Mision Vivienda Venezuela (GMVV) was created in 2011 in a country that has been undergoing constant change since 1999, when President Hugo Chavez came to power. Twenty-one years later, the country is still experiencing a situation of generalized crisis. This program proposes the rapid construction of houses on a massive scale, mainly destined for families affected by a succession of climatic events. The article studies the transformation of the territories and cities produced under the GMVV, which goes beyond the traditional city policy framework. This article also analyzes property status, the role assigned to architecture and urban planning, the role of images within this context, as well as the stances of inhabitants in the face of their new living environment. Strongly promoted by the government’s official visual communication efforts, the GMVV is also analyzed as a resilience factor for its beneficiaries, in the face of trauma that reveals the vulnerability of the territory and its inhabitants. One of the conclusions of this study is that the inhabitants express a paradoxical and simultaneous feeling of abandonment by the authorities and a recognition for being sheltered, along with pride in overcoming the country’s sustained situation of crises.
