In France, during the Ancient Regime forest management was considered as a reference in terms of what could or could not be done in this environment, planning the felling or exploited areas. After The French Revolution of 1789, forest development becomes the power tool of a powerful forest and water administrative service which aims at fighting against the rights of users of the rural populations. Relying on science and laws, foresters clash with peasants engendering rebellions in the country. After the rural exodus, forest management during the second half of the XXth century privileges a functional forest which has to produce wood above all. This is only from the 1980s on that environmental considerations are gradually taken into account by the management plans. However, the integration of social expectations is still problematic and is obviously one of the main challenges of tomorrow’s forest.
