The political and the techno-social
Democracy and government are two different perspectives on the same type of process, namely, the political process, or, in other words, that aspect of the social shaped by the gigantic but also elusive and unseizable phenomenon we usually call power. The easiest way to make sense of the idea that democracy and government are perspectives on the same process would be to say that democracy proposes a bottom-up view on power, whereas government proposes a top-down view.
