L’open data au Grand Lyon : l’émergence d’un gouvernement métropolitain de la mobilité
This article adopts a sociology of data approach to analyse the impact of open data policies on urban governance. Using the example of the opening up of transport data for the Greater Lyon area, two hypotheses are examined: 1) Open data produces new representations of urban space through the combination of heterogeneous data. This new representation changes the objectives of public policy. 2) The opening up of data helps to create new governance capacity for the institution responsible for regulating these data flows. Together, these two processes lead to the emergence of metropolitan governance for mobility, designed and implemented by the Urban Community of Lyon, which complements the urban transport policies implemented by transport operators.
