This paper discusses the recent experience of the Integrated Plan for Environmental Sanitation and Urban Reclaiming of the Guarapiranga Basin, a watershed area in the southern region of the São Paulo Metropolitan Region. It is based on research results which attempt to identify the key constraints imposed on the area, whether from the perspective of individual dwellings or re-urbanization work on makeshift settlements, especially those that may jeopardize the sustainability of environmental initiatives and consequently the success of the basin restoration plan.
