Choisir sa transition : modernisation écologique et gouvernance multi-niveaux dans l’estuaire de la Loire
What ecological transitions are being implemented in port regions, and why? The Loire Estuary aims to become an international reference for energy transition, driven by the positioning of the Grand Port Maritime of Nantes Saint-Nazaire on renewable energies. Are there other interpretations to this development? By combining an analysis of governance systems and discourses, this research reveals the conditions for implementing a vision of ecological transition. The concept of Ecological Modernisation helps identify the context in which these transitions are discussed and decided. The article demonstrates that the choice of a transition scenario stems from the ecological visions of the individuals and interests involved in decision-making, which in turn determines the network of actors engaged in implementing these transformations. The challenging collaboration among the diverse stakeholders in the Loire region adds to the complexity of reconciling extraregional issues with local realities. Despite the pervasive presence of technological innovations in discussions about the transition in the Loire, the article highlights the need to move from a fragmented and compartmentalised vision of transitions to a holistic approach, which is vital in the face of the ecological crisis and the preservation of life.
