Even if the fate of cities is not — as is sometimes claimed- decided in the areas surrounding them, the suburban zones of cities do nonetheless have a pivotal role to play in the future development of agglomerations. If the contribution which the regional planning system wishes to make to this process is to ensure that greater weight is attached in future to the goals of ecological, social and economic sustainability, it will have to come up with strategies which meet the needs of these areas. In order to achieve this, it requires devices which it can draw on to structure the attributes of this hinterland and thus to render them communicable. This article explains how the settlement boundaries, land-use boundaries and transition zones found in the environs of cities may represent suitable approaches for spatial planning.
