Vertical sand drains were used for stabilization of much peat foundation materials of highway between San Juan and Point Borinquen; drains were built by applying 40 ft long, 12 in. steel mandrel with conical, precast concrete points which closed lower end of mandrel and remained at bottom of sand drain when pipe was withdrawn; 1492 drains totalling 57,685 ft were placed at $0.93 per ft; satisfactory behavior of road is reported.
