Jacksonville builds oyster-shell pavement
In paving residential streets, city of Jacksonville stabilizes sandy subgrade by addition of calcareous dust, followed by 6 in. of oyster shells which is compacted into 3 1/2-in. base; surface treatment consists of application of emulsified asphalt, 40 lb per sq yd of slag, another application of asphalt, and finally light coating of sand; cost of pavement is about $1.25 per sq yd.
