Effect of use of groins in regulation of rivers has been much debated in Germany, especially after high-water period of 1888 and 1891, when they were complained of as being largely cause of floods; committee of experts, consisting largely of their opponents, after investigation, declared themselves in favor of their use; author concludes that objections commonly made to groin work are untenable and that, in general, they are eminently suitable for river-regulation purposes.
