For many years, Erie has experienced difficulty with unstable fill over steep ravine on River Line in western New York; after much excavation and heavy work, which included installation of 452 ft of 52-in. multiplate pipe culvert through fill by tunneling, system of deep ditches to intercept subsurface springs on both sides of ravine upstream side from fill was constructed to prevent water from flowing into embankment; fill stabilization project described.
