For handling large volumes of traffic through congested areas, highways should be designed for transportation rather than as adjuncts of abutting properties; through-trunk highway built by State of New Jersey through Jersey City and Newark; economic theory of relation between cost of construction and operating costs of vehicles based on principles of Wellington's Economic Theory of Railway Location.
