Bag filled with water that hovered with its top just afloat was tested in laboratory and in San Francisco Bay; it appeared to be more effective for wind waves at their limit of stability encountered in bay than for swell type waves of laboratory; mechanism by which breakwater attenuated waves was not determined, although it behaved in part as nonlinear process.
