First 2 stages of construction of U-shaped Willard Dam, in northern Utah, which is 455 ft wide at base, involved 4.3-mi section across north side of reservoir which was brought up to 6 ft height, and placing embankment along dam's 13.6 mi length to height of 21 ft; equipment used to load, haul, and place 3 1/2 million yd of materials needed to complete third stage of dam described.
