Report on construction of $25,000,000 naval air station in winter weather that complicated operations during first 5 mo; road and railroad on peat ground; runway built on frozen subgrade; concrete incasement of tops of steel H-piles for aircraft carrier pier; use of vacuum mats on concrete; paving of concrete aprons; handling of salamanders; tarpaulin inclosures permitting barracks construction to proceed through winter.
