River flows are forecast from meteorological and snow data; forecasting system is based on analogy with highly damped spring mass system, input to this system being snowmelt determined from thermal energy supplied to snowpack; necessary conditions for flood flows are studied and inherent limitations against catastrophic flooding are demonstrated.
