Rock-filled embankment with asphaltic concrete upstream face forms Upper Blue River Dam at elevation 11,738 for Colorado Spring, Colo, water supply; Talus rock, up to 5 tons/piece with fines washed out, was used for fill, compacted by sluicing; surface courses were completed with vibratory rollers; 9% of 50 to 60 penetration asphalt was placed 9 in. thick in three layers by paver pulled up slope by drag line of crane; it was compacted to 97 to 99% of laboratory density by vibratory roller, assisted on slope by tractor.
