Emergency open reservoir, capable of storing 3,500,000 bbl of fuel oil, operated through winter season with little or no loss; reservoir is surrounded by dam 43 ft high with 13 ft wide crown and side slopes of 1.5 to 1 in upper half and 2.5 to 1 in lower half; length of dam is 1246 ft; side slopes were sprayed with two coats of cut-back asphalt; oil permeation tests conducted prior to selection of site.
