Area enclosed by proposed breakwater system, and sufficient adjacent coastline and offshore bathymetry to permit accurate simulation of storm-wave action were reproduced in 1:100-scale hydraulic model equipped with wave-generating and wave-measuring devices; study was carried out to evaluate effectiveness of various elements of proposed design in providing protection from storm-wave action, and to develop plan of improvement with respect to wave-height criteria established for various portions of harbor.
