Selection of plant location was made by applying point system; concrete external shell wall of cylindrical vapor container is designed to resist internal pressure and thermal gradients and to serve as biological shield; metal liner is provided for gaseous containment instead of steel container; steel plate dome acts to resist internal pressure, provides gaseous containment and serves as interior form for biological concrete shielding; service building contains special purpose areas not required for fossil fuel steam plants.
