Routing of freeway, which will extend northwestward from Santa Monica, Calif, over land fills in ocean would avoid costly and time-consuming right-of-way acquisition; it would preserve existing beach and provide 6 mi of new beach through construction of perched beach in lieu of seawall; perched beach would transport littoral sand through normal wave action; water areas behind land fills would enhance water-oriented recreation; and project could be paid for by revenues derived from high-return uses of land areas created additional to freeway right-of-way needs; theory of perched-beach concept and methods of construction are discussed.
