Framework for considerations regarding the environmental influence of and demand for legal regulation of subsurface facilities
AbstractThis paper provides the background on the development of a need for legal regulations for underground facilities, and makes recommendations for planning of surface use. The authors present a network of administrative assessments regarding legislation, authorities, participation and decisions in the process of obtaining permission to construct subsurface projects. The article also covers risk factors, the risk of accidents and the need for protection in underground installation.
RésuméCet article fournit un résumé du développement du besoin d'avoir un règlement pour les espaces sous-terrains, et donne des recommendations en ce qui concerne le planning de l'utilisation de la surface. On présente un groupe d'évaluations administratives concernant la législation, les autorités, la participation et les décisions requises dans la procédure d'obtention du permits de construire. On discute aussi les facteurs de risques, les risques d'accidents et la protection dans les installations sous-terraines.
