Survey of the use of computers in planning by local governments of Arizona and New Mexico
AbstractWhile academic institutions have been quick to see the usefulness of computers as a tool to aid planning, local governments have been slower to buy the equipment and put it to use. A mail-out survey was sent to all the local governments in Arizona and New Mexico to see their use of computers and Geographic Information Systems. The results from these two states, poorer, more rural and with lower populations, will be compared with data collected from neighboring California, a more affluent and urbanized state. In general, planning agencies in New Mexico and Arizona had less access to equipment, fewer trained staff and more reported difficulties in getting their systems working. Over 80% of New Mexico agencies felt their systems were slightly effective or ineffective, while in Arizona over 80% felt their systems were very effective or somewhat effective. In Arizona planning agencies, there was a significant relationship between effectiveness of their computer systems with training and overall computing environment. New Mexico did not show such relationships.
