Task environment versus institutional environment: understanding the context of design decision-making
Abstract In two previous papers the author has examined the interdependence of organizational resources and technical choice1 and the impact of extra-organizational influences on design decisions2. This paper seeks an overall framework to encompass the disparate range of influences on complex technical design projects. Technical and institutional views of organizational processes are examined. It is argued that conflict between the rationalities appropriate to institutional and task environments produces inconsistency and suboptimization. To be successful the design activity must address both orientations. The development of the NASA Space Transportation System is used to illustrate this argument, and a metatechnical framework is advocated as necessary to the successful linking of task and institutional perspectives.
