Nevertheless, it is threatened by physical and social deterioration which makes immediate intervention imperative. The author concludes that at this moment the political will and a favourable climate seem to exist for undertaking this enormous task. She reviews the problems and urban plans from a historical perspective and identifies a number of options for the future of the inner city rehabilitation.
