Planning of urban transport systems in the Soviet Union: A policy analysis
Abstract The Soviet Union, which has traditionally given overiding priority to mass public transport, is now committed to achieve an acceptable balance between the use of public and private transport, the priority principally to be placed on public modes of travel. However, this evaluation of Soviet urban transport planning goals and objectives, problems and policies, casts doubt on the likelihood that this goal can be achieved. Without considerable determination to enforce restrictions on the private car, the growth in car usage for the journey-to-work is likely to multiply the problems of city centre congestion and threatens the viability of public transport systems, thus undermining the whole foundation of a “balanced approach” to transport planning.
