Strengthening municipal government
AbstractIn January 1988 Batley and Devas prepared a paper entitled ‘The Management of Urban Development: Current Issues for Aid Donors’, which identified and examined a range of issues of principle for the improvement of urban management. These issues fell into two general categories: one concerned with changes in the nature of urban management and the other with the development of the personal skills of urban managers. From their examination the authors drew some conclusions about the manner in which aid for institutional development should be delivered. This article considers some of the implications of applying those principles.
