Urban transit subsidies and vanpooling
Abstract We begin with a review of subsidy arguments traditionally made by the United States transit industry. Declining ridership and rising per passenger costs damage many of these arguments. Results of a survey of vanpool riders in Southern California are discussed; ridership levels and costs per rider justify subsidies based on the value of external economies. These are the net value of reduced congestion and pollution. Thus, the traditional (economic) subsidy arguments may not be valid for conventional transit but they do apply to this para-transit mode.
