Rural development in Northern Ireland: Policy formulation in a peripheral region of the European community
Abstract This paper traces the formative influences on the emergence of rural development policy in Northern Ireland. The top-down and bottom-up structures introduced by Government are discussed and some potential limitations are identified. The paper suggests that three key issues need to be included on the policy formulation agenda: the nature of local development programmes, reducing the implementation gap, and training in rural development.
