Developing climate-responsive winter cities
AbstractThe presentation examines the theoretical underpinnings of what is known as “livable winter city”. It develops a series of approaches to the dilemmas posed by severe climates — within a Canadian context — and looks at a range of possible interventions concentrating mainly on the macro-level and urban sector scales. Policy considerations with reference to aspatial factors, are also developed, as are the broad and important themes of innovation for winter-climate planning and policy. Finally, based upon the current state of the art pertaining to winter's dilemmas, ten issues are postulated. These form the basis of guidelines which must be created if sensitive planning and policy measures are to be generated at a range of scales to include spatial as well as aspatial components.
