Highlights Rural Indians cannot rely on official procedures to obtain social welfare entitlements. The rural poor make claims on local politicians to access welfare. Claims-making by poor people in rural India combine elements of 'clientelism', 'citizenship' and 'political society'. An agonistic account of claims-making recognises its heterogeniety while appreciating the importance of both consent and contestation.
