Abstract Beijing (Peking) had a population of 9.2 million in 1982 and will have 11 million inhabitants by 2000. Thus the municipality has had to apply a severe policy of population growth control. This came into effect in July 1983 with the approval of the Master Plan for Beijing. However, there are still local debates concerning the evolution of Beijing's historic centre and urban area.
