Abstract This article examines the planning process in Spain, with particular reference to the development of a general plan for Santander. Spanish planning is characterized by the fact that planning drafts are submitted to public debate before being finalized. The general plan for Santander was based on nine planning alternatives, which were derived from combining the results of a number of studies and the findings of public debate, ie six models, nine planning constraints and 35 planning goals.
