Abstract This article deals with the background of and the programme for the International Year of Shelter for the Homeless (1987). The author describes the Year as a practical effort to find affordable solutions to the growing shelter problem. A primary focus on national programmes and projects, plus emphasis in 1987 on policy development is intended to make the Year more than a mere event. Information on international, regional and national activities is used to illustrate how the programme is developing.
