People's participation in wildlife utilization in Africa
AbstractCurrent perceptions of wildlife resources are reviewed and institutional matters that influence their management are summarized, with particular reference to legislation. The negative effects of these factors on people's participation in wildlife utilization is stressed.Various wildlife utilization options that have been examined in Africa are briefly presented and the fact that a combination of approaches may enhance economic returns is pointed out. The limited recognition of the potential of wildlife utilization to contribute to rural development is mentioned and attention is drawn to the lack of interest in adapting and developing indigenous technologies and traditional management systems. Historically, the emphasis has been on replacing wild animals with domestic livestock.Only recently have attempts been made to make people's participation a reality. It is clear that more resources and effort need to be directed towards improving this situation. However, little progress can be expected without fundamental shifts in attitudes and perceptions, coupled with the removal of institutional constraints.
