Responding to fiscal constraints: Management of small towns in the farmbelt
Abstract Small cities in the farmbelt are threatened by declining economies and reductions in intergovernmental assistance. City clerks of these jurisdictions were surveyed in order to assess their perceptions of fiscal stress. Clerks maintained that environments of scarcity were a cause of concern, yet the quality of services had not significantly deteriorated. Two explanations for this phenomenon were investigated: productivity improvements and surplus depletion. Surplus depletion was more apparent than productivity improvement as a plausible explanation of the paradox. Cities with higher perceptions of fiscal scarcity utilized surpluses to a greater extent. In the absence of a change in the economic environment these cities are likely to deplete their surpluses. Only then will they be forced to confront the hard economic realities that they face.
