Total quality facilities management: a framework for implementation
Facilities management is increasingly becoming an important function in the built environment. With development well under way in both the developed and developing countries, the number of buildings and infrastructural facilities which need to be professionally managed and maintained has grown to reach the same level of significance traditionally found in new construction works. However, unlike new construction, facilities management - if it is to be taken within the context of not only property maintenance and management, but also retrofitting, refurbishment and renovation works - involves more risks because of its higher level of uncertainties during the inception, design and construction stages. These uncertainties do not, however, mean that quality standards in facilities management should be compromised. Like new construction works, total quality management (TQM) can likewise help to rationalize and enhance effective facilities management. Proposes to introduce the TQM philosophy to the arena of facilities management and, in the process, suggests a framework to help practitioners implement a total quality facilities management system which is relevant for their organizations.
