A management device (10) sets a travel-prohibited area where travel by a vehicle that travels, e.g., through a mine site, is restricted. The management device (10) includes a cable position estimation unit (12A) and a prohibited area setting unit (12B). The cable position estimation unit (12A) estimates the cable position on the basis of at least: position information for at least two locations between an electric work machine that receives supply of power from a power supply via the cable and a support body that supports the cable; the length of the cable between the electric work machine and the support body; and information relating to the position of the electric work machine. The prohibited area setting unit (12B) sets the travel-prohibited area in which vehicle travel is prohibited, on the basis of the cable position estimated by the cable position estimation unit (12A).
