The purpose of the present invention is to provide: a heat treatment device that is suitable for minimizing the occurrence of brittle fractures that originate in the foot section of a weld section of rail steel; a heat treatment method; and a rail steel. This heat treatment device comprises a coil and heats the rear surface of a foot section of a weld section of rail steel by induction heating. When an area in the weld section that is heated to the Ac1 point or higher during welding is denoted by HAZ, the length of the HAZ in the rail length direction on the rear surface of the foot section is denoted by Lh, and the width of the rail steel is denoted by W, the length of an outer area of the coil in the length direction of the rail is 1.2 times or more the value of Lh and the length of the outer area of the coil in the width direction of the rail is 1.1 times or more the value of W when viewed from opposite the rear surface of the foot section.
