The present invention relates to a device for regulating access to a strap fastener having straps, said device being comprised of an upper portion pivotally coupled to a lower portion between an open and a closed configuration, whereby an interior cavity for accommodating the strap fastener is formed between the upper and lower portions when in the closed configuration; a locking mechanism for selectably locking the upper portion to the lower portion when in the closed configuration for providing said access regulation; and a strap securing means for resiliently biasing the straps against the upper and/or lower portion(s) when in the closed configuration. 13' 10' 9F2' 17 g
