The interior of a storage tank or permeable storage tank is filled with a storage composite (11), and one cylindrical rib (24, 28) is positioned on each of the lower surface and the upper surface of partitions (12) so as to project therefrom. Funnel-shaped end spacers (13) have a large-diameter tube (13a) for engaging with and connecting to the cylindrical ribs on the upper and lower surfaces of the partitions, and a small-diameter tube (13b) having a smaller diameter than the large-diameter tube. Both ends of cylindrical connecting spacers (14) engage with the small-diameter tube of a pair of end spacers, and given that the length of one side of a partition is S, then the diameter (T) of the section in which the cylindrical rib engages the large-diameter tube is set within the range of 0.40S-0.95S. Multiple levels of horizontal connected units (33), configured by connecting a plurality of partitions arranged within the same horizontal plane to one another, are provided, and end spacers and connecting spacers are interposed between the horizontal connected units of multiple levels. The production cost of storage tanks and permeable storage tanks is reduced, and the number of worker hours required for production of molds for forming these members is reduced, by using the comparatively simply shaped partitions, end spacers, connecting spacers and the like.
