The invention provides a rigid thermal insulation composite board which comprises the following raw materials in parts by weight: 200-150 parts of 32.5-62.5R portland cement, 75-100 parts of slags, 37.5-50 parts of fibers, 150-200 parts of carbon dust, 75-100 parts of yellow sand, 20-30 parts of water reducing agents, 2.25-3 parts of latex powder, 5.68-12 parts of metal meshes, 90-120 parts of water, 11.9-15.2 parts of polystyrene boards and 79.6-150 parts of rock wool boards. The rigid thermal insulation composite board can be expanded into three forms, is high in bending strength, has same service life with a building, is capable of preventing fire and achieving the thermal insulation effect and is suitable for the external thermal insulation forms such as external wall thermal insulation and roof thermal insulation as being integrally cast with the external wall concrete.
