The invention relates to an amphiprotic betaine polycarboxylic acid water reducing agent and a preparation method thereof. The method comprises the following steps: by using unsaturated polyether and amphiprotic monomers dodecyl dimethyl carboxyl betaine and hydrogen peroxide as base solutions, dropwisely adding an acrylic acid solution A and a solution B composed of vitamin C and sulfydryl acetic acid, stirring uniformly, and carrying out free-radical polymerization at room temperature to synthesize the amphiprotic betaine polycarboxylic acid water reducing agent. The amphiprotic betaine polycarboxylic acid water reducing agent can be synthesized at room temperature; the method has the advantages of short reaction time, higher production efficiency and environmental protection; and the water reducing agent has the advantages of high water reducing rate and favorable slump retaining property.
