The invention discloses an asphalt pavement with a waterproof stress layer and a construction method and application of asphalt pavement. The asphalt pavement with the waterproof stress layer is characterized by being formed by sequentially spraying bonding oil on a roadbed, then paving a waterproof anti-cracking base cloth layer and finally paving an asphalt mixture pavement layer; and the roadbed comprises a cement stabilization layer, an original concrete pavement, an original asphalt mixture pavement and other roadbeds which meet the requirement of design. In addition, the roadbed, the waterproof layer and the asphalt pavement are closely combined together to form a stable pavement structure; and a base cloth and an asphalt mixture form an integral stress absorption layer by exerting the action of a bonding oil layer and also form the waterproof layer to achieve the effect of causing no pavement crack even if water accumulated on the pavement is permeated into the roadbed. The asphalt pavement with the waterproof stress layer, which is disclosed by the invention, can be applied to a low-grade highway pavement or a high-grade highway pavement or the construction and maintenance of urban and rural highway pavements.
