The invention discloses a highly active mineral powder formula including: 0.3-4.0% of gypsum; 0-40% of manganese slag; and balance of granulated blast furnace slag; the granulated blast furnace slag, the manganese slag and the gypsum are mixed in the following weight percentage ratio; a wide mouth material preparation bin is used, while shaking of the wide mouth material preparation bin, the granulated blast furnace slag, the manganese slag and the gypsum are added into a grinding machine for production of highly active mineral powder by vertical mill grinding technology. The highly active mineral powder formula can overcome the shortcomings of low activity, high preparation cost and poor stability and the like in the prior art, and has the advantages of realization of high activity, low preparation cost and good stability.
