The invention discloses a cement-based composite self-heat-insulation high-strength energy-saving block. The block is prepared from the following raw materials in parts by weight: 150-400 parts of ordinary silicate cement, 800-1300 parts of industrial waste residue, 50-200 parts of a high-strength heat-insulation material and 0.05-0.5 part of a multifunction admixture, wherein the multifunction admixture is a cement adjusting setting industrial waste residue activity stimulation agent; the cement is used as a cementitious material; the industrial waste residue is used as fine aggregate; the high-strength heat-insulation material is used as coarse aggregate; the multifunction admixture is used as a modification material. The self-heat-insulation high-strength energy-saving block can be molded once and has good heat insulation performance; other heat insulation and heat preservation measures do not need to be additionally arranged in the construction process; meanwhile, the block is high in fireproof performance, high in compressive strength and high in adhesion strength with the cement; the exterior wall facing is not liable to protrude out and fall off; meanwhile, the block is low in cost and has a wide application prospect.
